Disaster Control of Local Gunpowder and Its Products in Late Qing Dynasty as Seen in Shun Pao——With Shanghai as an Example
In the area of Shanghai of late Qing Dynasty,in production and storage of gunpowder and its products,gun-powder explosions occurred frequently,causing disasters of blood and fire.Songjiang Powder Magazine became a major trou-ble for local residents.The authorities took measures to deal with gunpowder production accidents,military gunpowder storage risks,and safety risks of gunpowder products,including emergency response to production accidents,formulation and imple-mentation for military powder storage rules and regulation,and management of gunpowder products.Workshops,businesses,shops and residents participated in the process,forming an interactive relationship with the government.At the same time,there was a game between authorities and local population in gunpowder disaster control.A case in point was the gentry in Songjiang,who,in order to prevent explosion disasters,initiated an activity of reconstructing the Songjiang Powder Magazine that lasted for more than 20 years.They,on behalf of local residents,repeatedly contacted the local government,and took ad-vantage of their special status in the political structure to influence the decisions of the imperial court,the Liangjiang governors and other high-level officials,so that the powder magazine was finally moved elsewhere and local interests were protected.
