The Generation,Diffusion,and Governance of Implementation Deviations in the Cultivated Land Protection System
China has adopted a series of governance tools such as cultivated land protection responsibility assessment and land law enforcement to improve the implementation of the cultivated land protection system.However,in practice,there is widespread deviation behavior that does not conform to the content,deviates from the goals,and violates the spirit of the system,such as symbolic implementation,substitutive implementation,fence-straddling implementation,and resistance implementation.The reasons are as follows:Local governments have high crossinterests and low organizational costs in adopting implementation deviations in cultivated land protection.Although technical governance has increased the implementation difficulty and private costs of deviation behavior,local government officials would take advantage of the flexibility granted by the central government and the"time gap"between the implementation andassessment to make the cultivated land protection implementation deviation a fait accompli.They would then use residual control rights,fraud,collusion,and other means to evade accountability.Moreover,the"demonstration effect"of implementation deviations drives local governments that have not adopted such behavior to"learn from neighbors","learn from the strong",and"selflearn",causing a gradual diffusion of implementation deviations in cultivated land protection.The"relative deprivation"and cooperation between local governments also induce an accelerated diffusion of implementation deviations.There is a cyclical accumulation effect of mutual promotion among various mechanisms,ultimately leading to a gulf between the goals of the cultivated land protection system and the outcomes.The governance of implementation deviations in the cultivated land protection system should be approached from the perspectives of expanding the scope of cross-interests in cultivated land protection,enhancing the cultivated land protection capabilities of local governments,implementing the common responsibility shared by the Party and government in cultivated land protection,and improving the effectiveness of the accountability system.
