Transparent Governance:The Logic of Data-Driven Power Supervision
The essence of data-driven power supervision lies in achieving transparent governance through systematic data collection,processing,and presentation.However,existing research rarely delves into the deeper implications of this transparency.The technological transparency of this new form of power supervision manifests in a dual logic:the embodied transparency of"(human-technology)-world"and the hermeneutic transparency of"human-(technology-world)".The transparency of technology can evolve into a state where it alienates the world from actors,leading to a relation of alterity.To ensure the effectiveness of data-driven power supervision,it is necessary to integrate governance values into the technologies and tools that enhance transparency,combining embodied transparency with hermeneutic transparency to formulate diverse optimization strategies.The transparent governance brought about by data-driven power supervision offers potential answers for creating a new Chinese paradigm of power supervision.
