"Government service"is a return from a managerial government in the functional sense to a service-oriented government in the substantive sense,which highlights the governance logic of the government's"active change"and"agile response"in the context of complex and profound changes in the internal and external environment.Since the starting of the reform,"government service"has become a key topic in the study of contemporary Chinese government service.However,on the whole,due to the lack of"ontological"research perspective,there are still vague cognitions on the"basic issues",such as the conceptual meaning,the scope of matters,the supply and demand model,and the reform prospect of"govern-ment service",which not only affects the practice of government service reform,but also causes obstacles for the formation of a discourse system suitable for the context of China's government service reform.In the process of deepening the transfor-mation of government functions,the study of"underlying structure"is particularly important,and clarifying the"basic is-sues"of government service has naturally become an indispensable basic task in theoretical research.Based on the building of a service-oriented government to satisfy the people,it is necessary to plan the government service governance space under the behavioral paradigm of unifying value issues,theoretical issues and application issues,and to build an adaptive theory discourse system for government service.
