Analysis of the Promotion Strategy of China's Emergency Management Modernization within the Structure of"Unification-Generalization-Specialization-Division"
Emergency management consists of specialized agencies and full-time teams,and exercises professional management functions,which are embedded in the central superstructure of the CPC Central Committee(unification),the State Council(generalization),and the provincial units(division),respectively.The CPC Committee leads(unifica-tion),the government directs(generalization),and authorities at all levels implement(division),which form the local lower-level structure,thus forming a double-layer embedded structure of"unification-generalization-specialization-division"for emergency management.Under the circumstances of consistent structure and operation,the modernization of emergency management has adopted the prescriptive strategy of"unification as main direction,implementation as main body,and planning with priority"and the empowering strategy of"subject empowerment,result empowerment,and process collabora-tion".The two promotion strategies are based on and reinforced by this structure.In the context of structural optimization,we need to deal with the five basic relationships of"unification and division,prevention and rescue,breakage and estab-lishment,top and bottom,and internal and external"to constantly optimize the emergency management system and continu-ously promote the modernization of emergency management.
