"Non-compliance"Space and Generation of Gray Order——A Case Study Based on J Village,an Urban Village in Wuhan
The urban village is a typical"non-compliance"space,which is home to illegal buildings, informal econo-my and semi-formal governance, forming an"informal"characteristic that is completely different from the modern urban im-age.The"non-compliance"space forms a stable social order. This order is not detached from the existing overall urban structure and legal order, but forms a gray order between the formal and the informal in the interaction of multiple systems, multiple actors, and multiple legal resources. The gray order is often manifested in the"tacit interaction"between the gov-eming and the governed against the background of the lower legitimacy of the governance system, which regards the govern-ance process as an open and free process, while the governance activity is an art, creative and adaptive, and the govern-ance result is a recognized order.
