摘要
人工智能时代的来临既加剧了基层治理的创新难度,同时也增加了打通基层治理堵点的可能性.在国家智能社会治理实验基地的探索中,通过社区智能物联、养老、就医、文旅、参与和生活等场景的初步实践,尝试应对智能社会治理中的主体性问题、信任问题和多边决策问题.但面对人工智能技术不断迭代的席卷浪潮,基层治理的智能化之路仍然面临诸多挑战.以持续为百姓谋福利、不断提升百姓幸福感为目标的基层治理,如何迎难而上、积极寻找人机共舞的有效对策是推进基层治理现代化的关键要素.
Abstract
In the exploration of the national intelligent social governance experimental base,through the preliminary practice of community intelligent property scene,elderly care scene,medical scene,cultural tourism scene,participation scene and life scene,we try to deal with the subjectivity issue,trust issue and multilateral decision-making issue in intelli-gent social governance.However,in the face of the continuous iteration of artificial intelligence technology,the intelligent path of grassroots governance is still facing many challenges.Grass-roots governance,aiming at continuously seeking the welfare of the people and continuously improving the sense of happiness of the people,must respond to the question of how to face up to the difficulties and actively find the countermeasure of man-machine harmony as the key element for promoting the modernization of grassroots governance.
