How to Generate Effectiveness in Public Security Risk Governance in Intelligent Regulatory Model for Prepaid Consumption?——A Process-Tracing Study Based on"Trusted Consumption"in Shijingshan District
As an important exploration to address the problem of prepaid consumption regulation since the arrival of the era of big data,the intelligent regulatory model for prepaid consumption has achieved remarkable results.However,the causal mechanism of how it generates effectiveness in public security risk governance has not yet been revealed.In this pa-per,we use the theory-constructive process-tracing to study the regulation and governance of prepaid trusted consumption in Shijingshan District,Beijing,and find that there exists a causal mechanism between the intelligent prepaid consumption regulation model and the effectiveness of public security risk governance,consisting of the continuous interaction of three components,namely,"intervention choice structure,cooperative governance,and dispute resolution".Among them,the ex-ante intervention choice structure mainly includes risk alerts and warnings through credit materialization;the in-process cooperation and co-governance mainly includes the"dual-energy-driving"departmental coordination and social co-rule be-tween the political potential of the Party committee and the internal energy of the market;and the post-event dispute resolu-tion mainly includes the technological empowerment of the evidence and the guarantee of the insurance underwriting.This paper is an important revelation for continuously improving the intelligence level of political,legal,and comprehensive gov-ernance work,solving the urgent,difficult,and worrying problems for the general public and maintaining social stability.
