摘要

基于多源流理论分析中外合作办学政策,从问题溪流、政策溪流和政治溪流以及政策之窗,认识中外合作办学政策的发展、改进和完善.指出存在的问题,明晰发展的路径,提出中外合作办学应始终围绕人才培养质量、培养创新人才.

Abstract

Based on the theory of multi-source flow,analyze the policies of Sino foreign cooperative education,and understand the development,improvement,and perfection of Sino foreign cooperative education policies from the perspectives of problem streams,policy streams,political streams,and policy windows.Identify the existing problems,clarify the development path,and propose that Sino foreign cooperative education should always focus on the quality of talent cultivation and the cultivation of innovative talents.
