Reshaping the Relationship between Government and School in the Development of Local Applied Undergraduate Universities:Based on Governance Theory
The development of local applied undergraduate universities is a classification reform of higher education based on talent cultivation positioning, and is an important measure for the diversified and high-quality development of higher education.Currently, there are issues with the development of local application-oriented undergraduate universities, such as unclear government policy systems leading to"confusion and confusion"among universities, limited decentralization of government power leading to"difficult implementation"of universities, decisive allocation of government resources leading to"blind following"of universities, and government"same baton"management leading to another crisis of homogenization in universities.Guided by governance theory emphasizing"diversity,""interaction,""coordination,"and"cooperation,"local governments,as the primary actors in managing government-school relations, should enhance top-level design and build service platforms;institutions should strengthen their awareness of responsibility and seek diverse cooperation;industry enterprises should adopt a community of interest concept and assess the quality of talent cultivation;and the market,as a supervisory evaluator, should establish intermediary agencies and evaluate the quality of transformation.
