On the Construction of High-Level Universities in Western China Under the Dual Strategies of"Double First-Class"and"Ministry-province Co-sponsorship"——A Case Study of Nine Universities in Eight Ethnic Minority Provinces and Regions
"World-class,Chinese characteristics,West-China style"is the construction goals and era mis-sions proposed in the dual strategy of"double first-class"and"ministry-province co-sponsorship"for the nine universities in eight ethnic minority provinces and regions.Under the dual strategic guidance,the nine universi-ties have further clarified their educational objectives and characteristics,built disciplinary ecosystems,opti-mized the structure of the teaching staff,and improved the internal governance system,exploring distinctive path for the construction of high-level universities in west China.However,there are also problems,such as inade-quate policy implementation,weak school-running capacity,and the dilemma of path dependence.Therefore,to achieve high-quality development in the construction of high-level universities,it is necessary to form a joint force through internal and external linkage to increase the policy support and resource inclination of govern-ments,and strengthen the endogenous driving force and characteristic development of universities.
