产教融合共同体是促进教育和产业双向联动的组织形态和载体,在职业教育前途广阔、大有可为的历史新时期,建设产教融合共同体是实现职业教育高质量发展的关键举措.作为后新公共管理时代的一种新趋向和治理范式,整体性治理理论对产教融合共同体建设具有较强的理论解释力和价值性,其治理动因、理念、目标、主体和工具等核心观点为产教融合共同体建设提供适切性的分析框架.产教融合共同体是一个多主体、多部门、多领域、多链条融合的复杂生态系统,其职能充分发挥和高效运行的关键在于目标引领、协同合作、利益协调、制度保障协同机制的构建.需从树立共同愿景、增强主体间协作、提高数字化治理能力、健全制度保障体系等方面着手,切实提高产教融合共同体建设质量和效能.
On the Governance Framework and Collaborative Mechanism of the Construction of the Industry-education Integration Community from the Perspective of Holistic Governance
The industry-education integration community is an organizational form and carrier to promote the two-way linkage of education and industry.In the new historical period of broad prospects and promising prospects for vocational education,the construction of the industry-education integration community is a key measure to achieve the high-quality development of vocational education.As a new trend and governance para-digm in the post-new public management era,the holistic governance theory has strong theoretical explanatory power and value for the community construction.The core views of its governance motivation,concept,goal,subject and tool provide an appropriate analytical framework for the community construction.The industry-edu-cation integration community is a complex ecosystem that integrates multiple subjects,multiple departments,multiple fields and multiple chains.The key to giving full play to its functions and efficient operation lies in the construction of target guidance,collaborative cooperation,interest coordination and institutional guarantee col-laborative mechanism.It is necessary to start from establishing a common vision,enhancing inter-subject collab-oration,digital governance capacity,institutional guarantee system and other aspects,so as to effectively im-prove the quality and efficiency of the construction of the industry-education integration community.
