Review and Optimization Strategies for the"Application-Assessment"System of Doctoral Students in Ordinary Universities
Against the backdrop of reform in the recruitment system for doctoral students,the drawbacks of the traditional examination-based system have become apparent.The"application-assessment"system,with its unique institutional advantages,has been implemented in numerous universities in China and become a hot research topic in academia.However,research on the implementation of this system in ordinary univer-sities is still insufficient.Using text analysis methods,this study selects the enrollment policy texts of the"application-assessment"system from eight ordinary universities in Jiangxi Province,and establishes a second-ary observation index system to analyze the samples.The research reveals that there is a convergence in the content of policy texts,and some application conditions are inconsistent with educational equity;the assess-ment and scoring standards are vague,neglecting the examination of ideological and moral qualities and psy-chological qualities;the supervision mechanisms and appeal channels are not sound,and there is a lack of constraints on the power of supervisors.In light of this,it is recommended to enhance the distinctiveness of policy text content,improve the fairness and scientific nature of application conditions;establish clear assess-ment and scoring standards,taking into account the assessment of scientific literacy and moral character;achieve consistency of rights and responsibilities through institutional devices,and strengthen the constraints on the power of supervisors;improve supervision and appeal mechanisms to ensure that the recruitment pro-cess is open and transparent,so as to further promote the deepening reform of graduate education and effec-tively improve the selection and training quality of doctoral talents.
