Policy Evolution of Rural Teacher Team Construction from the Perspective of the Multiple Streams Theory——On the Basis of Text Analysis of Policies in the New Era
The construction of a rural teaching force is of paramount importance for achieving the revital-ization of rural education.Since the beginning of the new era,the state has introduced a series of policies aimed at the development of rural teachers.Broadly,these policies have undergone stages of deepening devel-opment and improvement.Using text analysis methods,this study reviews and analyzes the evolutionary tra-jectory of 38 rural teacher policies.Through the lens of the multiple streams framework,the paper interprets the transformation process of rural teacher policies.It is found that,under the premise of using educational status indicators as the problem stream,national educational strategies as the political stream,and policy rec-ommendations from experts and scholars,along with local government policy practices,as the policy stream,the coupling of these three streams opens a policy window.This convergence heralds a new era of high-quality development in the construction of the rural teaching force.A comprehensive review and summary of policies for rural teachers in the new era is beneficial for better grasping and understanding the policy direc-tions and implications.
