Research on Elderly Education Policies from the Perspective of Policy Tools and Policy Issues:The Case of Beijing
From the perspective of policy tools and policy issues,this paper conducts a co-word analysis of relevant policy documents on elderly edu-cation issued by the Party Central Committee and the State Council as well as Beijing Municipal Government in the new era,using ROSTCM6 and Net-Draw senior 2.084 software.For the four topics of improving the elderly education service system,that is,optimizing elderly education investment,impro-ving elderly education service capabilities,and highlighting elderly education achievements,command tools,incentive tools,capacity-building tools,and system change tools are used for text quantization analysis.It was found that there are some problems in the use of policy tools for elderly education in Bei-jing,such as structural imbalance of policy tools,imbalance in the internal use of policy tools,lack of systematic and transformative tools under different policy issues,and the single choice of policy tools.At the same time,it puts forward policy adjustment suggestions such as adjusting the structure of policy tools,optimizing the combination and proportion;improving the allocation of policy tools and policy issues,enhancing the fit between policies and the de-velopment of elderly education:strengthening the overall planning,demonstration and practice,expanding the radiation scope of system reform and capac-ity building;and strengthening the precision of policy implementation,continuously improving the level of government public governance,to escort the high-quality development of elderly education.
