The Phenomenon of"Cadres Work,Masses Watch"in Grassroots Governance
In the practice of grassroots government public service in recent years,the phenomenon of"Cadres Work,Masses Watch"is widespread.This phenomenon is mainly due to the fact that the government service concept of"serving the people"is being replaced by the market service concept of"serving the customer",thus transforming the original grassroots public service model of"co-gov-ernance by the government and the people"into a market-oriented service model.In our country's concept of"serving the people","the people"is never a single individual,let alone a customer."Serving the people"is to serve the common interests of the majority of the people,rather than ser-ving the differentiated individual interests in the market.Therefore,the customer-oriented western public management theory may not have guiding applicability in the construction of service-oriented government in our country.Then,based on the traditional and modern relations between the state and society in China,it is feasible to reconstruct the service-oriented government locally from the practi-cal discourse and experience of Chinese modernization,such as serving the people,the relationship between the party and the masses,the relationship between cadres and the masses,etc.
