摘要

认识数字时代的老龄社会,是数字化与人口老龄化相交叠的时代背景下推进数字中国建设和实施积极应对人口老龄化国家战略的共同要求.媒介的即时性、信息的广泛性、过程的互动性、参与的便捷性、行为的数据化是其中的重要特征.由此带来了数字技术提供科技支撑,社会参与更加便捷多元等新机遇和治理对象复杂多元,数据协同机制缺位等新挑战并存的新局面.为此,应坚持"以人为本、科技向善"的治理理念,提升政府数字治理能力,将数字技术嵌入公共服务全过程,促进数字经济与银发经济融合发展,建设智慧、集约、协同的养老服务平台,以数字技术促进积极老龄化,整合、开放、开发老龄数据资源.

Abstract

Understanding the aging society in the digital era is a common requirement to promote the construction of digital China and implement the national strategy to actively respond to the aging pop-ulation under the background of the overlapping of digitization and population aging.The immediacy of media,the breadth of information,the interactivity of process,the convenience of participation and the digitization of behavior are the important characteristics.This brings new opportunities such as digital technology providing scientific and technological support,more convenient and diversified so-cial participation,etc.,and new challenges such as complex and diversified governance objects,ab-sence of data collaboration mechanisms,etc.Accordingly,we should adhere to the governance con-cept of"people-oriented,technology for the good",enhance the government's digital governance ca-pacity,embed digital technology in the whole process of public services,promote the integrated de-velopment of digital economy and silver economy,build a smart,intensive and collaborative elderly care service platform,promote active aging with digital technology,and integrate and open the devel-opment of aging data resources.
