The Contemporary Logic,Institutional System,and Development Direction of Whole-process People's Democracy
The development of whole-process people's democracy is the essential requirement of fol-lowing the law of socialist democratic political construction and promoting Chinese modernization.In terms of theoretical connotation,whole-process people's democracy integrates process and form,re-sults and performance,unifies people's democracy with national will,and enriches Marxist democrat-ic theory;in specific practice,relying on the socialist system with Chinese characteristics,including the leadership system of the Party,the system of the People's Congress,the system of consultative democracy,the system of grassroots democracy,and other specific institutional arrangements,the whole-process people's democracy is based on the basic requirements of proceduralization,standard-ization,and institutionalization,and is a full chain,all-round,and comprehensive coverage of democ-racy.There are four grippers on deepening the development path:firstly,further strengthening the construction of democratic systems,improving the maturity and stability of democratic politics;sec-ondly,promoting the construction of democracy and the rule of law,further safeguarding the legiti-mate rights and interests of the people;thirdly,deepening the practice of consultative democracy and further improving its effectiveness and breadth;fourthly,strengthening the innovation enabled by technology,enhancing the effectiveness of democratic participation,and providing strong support for the development of whole-process people's democracy.
