Embedded Governance:A New Model of Devolving the Power of the the Procuratorial Organ to the Grassroots Society
With the downward shift of focus of national governance,procuratorial organs are faced with the new issue of promoting the integration of legal supervision into the overall pattern of grassro-ots governance modernization.The integration of procuratorial organs into the grassroots governance system is confronted with internal and external problems such as cognitive differences,power stac-king,standardized dispersion,insufficient strength,etc.The"embedded governance"model clearly defines the objectives,philosophy,and boundaries of the procuratorial organs'participation in grass-roots governance,effectively balancing the core contradictions of reason and emotion,democracy and authority,and public interest and private interests in grassroots communities,thereby helping to over-come these difficulties.Based on the embedded governance model centered on"disposal of illegal acts",structural reforms such as rule supply,organizational improvement and technological innova-tion are promoted,and dynamic reforms such as environmental governance,the governance of corpo-rate crime and the governance of source of court proceedings are strengthened,so as to establish the grassroots governance system of procuratorial organs and realize the rule of law of grassroots govern-ance.
