Digital technology is innovating the channels of consultation and participation and restruc-turing the pattern of urban governance.Integrating public participation throughout the entire process into the full process of urban governance through digital platforms is a profound alignment of the con-cept of whole-process people's democracy with the modernization of urban governance,reflecting the value orientation of the people as the main body and beneficiaries of urban governance.The consulta-tion and participation of the urban governance process and the public can form a deep chimera of the whole chain through the digital platform.Based on the field research on the digital participatory budget reform in megacity C and supplemented by the research and analysis of platform big data,it is found that the digital platform can connect the governance process in the way of process empower-ment,attract multiple subjects to participate in the way of subject empowerment,and form the proce-dural interaction between participation elements and governance links in the way of resource embed-ding.The"embedded interaction"based on the digital platform helps to reconstruct the power rela-tions in the social governance pattern,and form an urban governance ecology that accurately responds to the needs of the people,shares the governance process and shares the governance results.The dig-ital transformation of urban governance can drive the orderly participation of the public in public af-fairs,enhance the dual empowerment and authorization of digital technology for the country and soci-ety,and promote the coupling and joint progress of urban governance and political development.
