为贯彻落实有关防洪减灾重大决策部署、助力江西省山洪灾害防治事业高质量发展,本文系统梳理了多年来江西省山洪灾害防治历程,深入分析了山洪灾害防治思路演变特征,山洪灾害防治逐步从"碎片化"发展到"体系化",防治目标从模糊零散发展到聚焦清晰,防治手段从单一发展到多元化等特征.在此基础上,评估了山洪灾害防治项目建设成果,并从政府主导、多主体协同治理,深入挖掘、多元化成果应用,立足"四预"、数字化赋能转型,强化运维、多举措提质增效等方面探究了山洪灾害发展方向.研究成果对于山洪灾害防治思路与防治实践具有一定的指导意义.
Practice and development trend of mountain flood disaster control in Jiangxi province
In order to implement the major decision on flood control and disaster reduction and help the high-quality development of mountain flood disaster prevention and control in Jiangxi province,this paper systematically reviews the history of mountain flood disaster prevention and control in Jiangxi province over the years,and deeply analyzes the evolution characteristics of mountain flood disaster prevention and control ideas.The mountain flood disaster prevention and control ideas have gradually developed from"fragmentation"to"systemization",and the prevention and control goals have developed from being vague and scattered to being focused and clear.The prevention and control measures have developed from single means to diversification.On this basis,it evaluated the achievements of the construction of mountain flood disaster prevention projects over the years,and explored the development direction of mountain flood disaster from the aspects of government-led,multi-subject collaborative governance,in-depth exploration and diversified application of results,based on"four pre-plans",digital empowerment transformation,strengthening operation and maintenance,and multi-measures to improve quality and efficiency.The research results have certain guiding significance for the ideas and practice of mountain flood disaster prevention and control.
