章贡区农业水价综合改革供销模式的探索

农田水利工程维养一直是农业水价综合改革的难题,江西省小微灌区农田水利工程普遍存在管护主体缺失、管理方式粗放、资金使用效率不高等问题.章贡区结合区情,探索出了"章贡供销模式":由供销合作组织承担农田水利水源工程和骨干工程的维养,区财政为供销合作社提供启动资金,并结合上级农业水价综合改革补助资金、高标准农田建后管护资金,将维养经费纳入年度财政预算.根据初步统计,供销社参与农田水利运行维养达到三个"30%"的效果,即农田水利工程运行维养成本降低 30%、财政资金使用效益增加30%、全区渠道平均使用寿命延长30%.
Exploration of supply and marketing mode of comprehensive reform of agricultural water price in Zhanggong district
The maintenance of farmland water conservancy projects has always been a difficult problem in the comprehensive reform of agricultural water price.The problems of the farmland water conservancy projects in small and microirrigation areas of Jiangxi province are generally lack of management and protection subjects,extensive management methods and low efficiency of fund use.Zhanggong district has explored its specific supply and marketing model according to its own situation.The supply and marketing cooperatives undertake the maintenance of farmland water conservancy water source projects and backbone projects and the district finance provides the start-up funds of the maintenance for the supply and marketing cooperatives and incorporates the maintenance funds into the annual financial budget combined with the subsidy funds for the comprehensive reform of agricultural water price at the higher level and the management and protection funds after the construction of high-standard farmland.According to preliminary statistics,the participation of supply and marketing cooperatives in the operation and maintenance of farmland water conservancy projects achieves three"30%"effects,that is,the operation and maintenance cost of farmland water conservancy projects decreased by 30%,the use efficiency of financial funds increased by 30%,and the average service life of channels in the whole area extended by 30%.
