This paper compares the differences between the old and the new compilation regulations of design estimate for water conservancy and hydropower projects in Jiangxi province,in order to better understand and apply the new specifications,standardize the preparation of preliminary estimates,and to further standardize water conservancy project cost management,finally improving the scientificity,timeliness and suitability of engineering preliminary estimate report.
