权合式治理如何可能——基于对中国河长制实践的观察

河长制实质上是以责任人格化途径形塑了权合式治理,即自上而下明晰各级地方党政主官责任目标,既由其依靠自身权力突破行政部门分工所带来的职能扯皮与信息隔绝困境,积极整合体制内资源,又鼓励社会力量共同投入参与特定公共事务治理.权合式治理旨在应对更加复杂的跨部门边界事务,常态存续并体现多中心、制度化特征,因而,其不同于常规运动式治理.受益于纵向压力机制、横向联动机制、考核问责机制及社会吸纳机制的建立与运行,权合式治理扎根于中国国家治理场景,对于求解诸多跨部门问题具有重要的应用价值,但其隐含的悖论在于,对政府体系内纵向领导权威的过度依赖同样会影响其效能的稳定性.因此,需要从适度提升法治化水平、持续完善数字化平台、激发社会内生动力等方面作出优化.
How Power-Based Integrated Governance is Possible:Based on the Observation of the Practice of River Chief System in China
The river chief system essentially shapes the power-based integrated governance through personalizing the responsibility,that is,through clarifying the responsibility of local Party and government officials,not only avoiding responsibility shirking and information isolation brought by the administrative division of labor and actively integrating internal resources,but also encouraging the social forces to participate in the governance of specific public affairs.The power-based integrated governance is designed to cope with more complex cross-departmental affairs,and is different from the conventional campaign governance because of its permanent existence and the characteristics of polycentricity and institutionalization.Benefiting from the establishment and operation of the vertical pressure mechanism,horizontal linkage mechanism,assessment and accountability mechanism and social absorption mechanism,power-based integrated governance is rooted in China's national governance scenario,and is of great value for solving many cross-departmental problems,but its implied paradox is that over-reliance on the authority of leaders in the government system will also affect the stability of its effectiveness.Therefore,it needs to be optimized in terms of moderately enhancing the rule of law,continuously improving the digital platform,and stimulating the internal dynamics of the society.
