Reconstruction of the Party-People Relationship and the Practical Mechanism of Party Building Leading Primary-Level Governance Innovation——A Case Study of"Party Members'Night Meeting"in Linqing,Shandong Province
Strengthening the construction of the primary-level Party organizations is a powerful guarantee for comprehensively promoting rural revitalization.Based on the innovative practice of"Party members'night meeting"in Linqing,Shandong Province,this study finds that"Party members'night meeting"closely combines theoretical learning,policy implementation and villagers'deliberation,and has become a public platform for uniting Party members,organizing and mobilizing the people.The institutionalization of the"Party members'night meeting"has activated the political identity of Party members and enhanced the public governance capacity of villages.Based on its public attributes,the"Party members'night meeting"has reshaped the logic of Party building and governance at the primary level.On the one hand,it activates the political and social identity of Party members,and greatly improves the Party members'engagement with the people;on the other hand,the practice of"Party members'night meeting"presents the attributes of proactive participatory governance,issue-oriented governance,and embedded governance,which strengthens the governance responsibility of primary-level Party organizations and reconstructs the relationship between the Party and the people.Innovation in primary-level Party building is not only a soft formality,but more importantly,it is embedding Party building in local social and public affairs,and only through effective integration with primary-level governance can the cohesion,organizational strength and combat effectiveness of primary-level Party organizations be brought into play.
