Co-creation:Facilitating Mechanism for Building the Community of Urban Communal Governance——Based on a Field Study in Community M,Qingdao,Shandong Province
Urban community is one of the basic fields of social governance at the primary level,and its governance performance is directly related to the realization of national governance modernization.Based on the action model of co-creation and the nudge theory of behavioral public management,it is a new perspective to study the construction of community governance by facilitating the construction of urban community governance through co-creation.It is found that urban communities have coped with the dilemma of cooperative governance through joint decision-making,cooperative construction and resource sharing,and promoted community governance innovation.The nudge mechanism for building the community of communal governance through co-creation mainly includes four stages:Party building guidance and public space creation in the start-up period,social organization embedding and public trust linking in the advancement period,cultivation of community residents'self-organizations and enhancement of public participation in the incubation period,and cooperative action of multiple subjects and reconstruction of public spirit in the maturity period.As the main"facilitator",the state effectively promotes the consciousness and subjectivity of society as"participants","collaborators"and"actors",and in the process of co-creating,it helps to promote the construction of a community of social governance and the formation of social governance based on collaboration,participation,and benefit sharing.
