Heterogeneous Structure with the Same Effect:How Differentiated Villages Move Towards Excellence——An Embedded Case Study of Three"Star Villages"in Sichuan
The implementation of rural revitalization strategy requires exploring the law of development and governance of high-performing villages and communities.Based on the temporal observation of the development and governance of three"star villages"in Town G,Pengzhou of Sichuan Province,this study uses embedded case study method to demonstrate the differentiated structural elements and strategic behavioral processes under the same institutional environment,and explain the mutual constructive relationship and the logic of action between the two.It is found that structural elements such as spatial and geographical location,natural conditions and resource endowment can constrain the ability of primary-level governance units in actions and strategies,while key actions can in turn reshape the structural elements of differentiated rural governance and development and realize internal and external performance outputs,in which the key strategic actions play the role of intermediary conduction mechanism between structure and performance in a dual logic,i.e.,the logic of attention attraction and the logic of social reorganization.The primary-level governance unit achieves the result of"heterogeneous structure with the same effect"through the dynamic mutual construction of"structure-action",which reflects the tension between the primary-level excellent performance logic of"pilot-promotion"and the diversity of rural development.
