Types,Dilemmas and Responses of the Participation of"Digitally Vulnerable Groups"in Rural Governance:From the Perspective of Digital Stratification
Social stratification is a structural element for understanding social change and shaping human relationships.In the process of rural transformation,digital technology has become a key variable affecting social stratification,and presents a relationship of mutual construction and embeddedness.The rural"digitally vulnerable groups"are affected by the objective digital divide and subjective digital cognition,and they are digitally stratified in the rural field,and have different group affiliations in the technological and mental dimensions.From the perspective of villagers'village identity,the current rural"digitally vulnerable groups"have structural and functional problems such as insufficient digital literacy,digital culture and digital identity in the process of participating in rural governance.To guide the effective participation of"digitally vulnerable groups"in rural governance,it is necessary to accelerate digital infrastructure and strengthen digital identity,emphasize digital guidance and public participation,strengthen digital training and guide digital feedback,and attach importance to digital response and safeguard digital human rights in the future.
