摘要
爱尔兰自2013年起实施的反欺凌行动计划构建了全员参与的校园欺凌治理体系,效果显著.其具体措施包括修订政策并开展反欺凌宣传、为相关人员提供教育与培训、评估与检查学校反欺凌举措和研究特定群体的反欺凌方案四个方面.这为我国中小学治理校园欺凌问题提供了以下启示:一是构建全员共同参与的校园欺凌治理体系,二是针对欺凌对象和形式研制多类治理方案,三是鼓励实施开展多样化反欺凌项目与活动,四是重塑学校文化氛围以防治校园欺凌行为.
Abstract
The Action Plan on Bullying in Ireland,put in effect since 2012,constructed a school bullying governance system with full participation,successfully keeping the incidence of school bullying among children aged 10 to 17 at a low level of 13 percent.The specific measures of which include"revising policies and conducting anti-bullying propaganda","providing education and training for relevant personnel","evaluating and checking anti-bullying measures in schools"and"studying anti-bullying programs for specific groups".This provides the following four aspects of enlightenment for the governance of bullying in primary and secondary schools in China.First,a school bullying management system with the participation of all staff should be established;second,multiple governance plans should be developed for the objects and forms of bullying;third,diversified anti-bullying projects and activities should be encouraged;fourth,the school culture should be reshaped to prevent and control school bullying.
