摘要
文章基于"米特-霍恩"政策执行系统模型,建立了"县管校聘"政策执行系统模型,并从政策自身、执行主体、外部环境三个方面分析当前影响"县管校聘"政策执行成效的关键因素.研究发现,政策目标模糊、执行主体自利行为、执行机构协作力缺失、政策资源短缺和政策环境不稳定是导致政策失真的重要影响因素.为校正政策执行偏差,提升政策执行效能,结合"县管校聘"政策执行系统框架,研究提出细化政策执行标准、健全教师管理制度、强化政策宣传、完善政策执行监督机制等一系列优化路径.
Abstract
Based on the Meter-Horn policy implementation system model,this study constructs a policy implementation framework for the"County-Managed School Teacher Employment"policy and analyzes key factors influencing its effectiveness from three dimensions:policy design,implementing bodies,and external environment.The research identifies ambiguous policy objectives,self-interested behaviors of implementing agents,lack of inter-agency coordination,insufficient policy resources,and unstable policy environments as critical contributors to policy distortion.To rectify implementation deviations and enhance policy effectiveness,this paper proposes optimization strategies within the policy implementation framework,including refining policy implementation standards,strengthening teacher management mechanisms,intensifying policy advocacy,and establishing comprehensive monitoring systems.
