摘要
基层电大（地市州级电大）是未来开放大学体系的地方学院，怎样建设开放大学地方学院是一个正在探讨的新课题。本文以西部地市级电大———广元广播电视大学为例，从办学定位、主要职能、教学手段、师资队伍、管理机制、保障措施等方面探讨转型发展的路径，旨在为推进开放大学体系建设提供参考。
Abstract
Primary level television university is the future open university system of local colleges. How to build the open university (local college) is a new topic. The paper takes Guangyuan Radio and Television University as an example,discusses the path of transitional development from the aspect of orientation,main functions,teaching methods, teaching staff,management approach,safeguard measures to provide reference for promoting the construction of the open university system.
