摘要

新西兰是全球最早制定进口卫生标准(IHSs)来监管和控制进口食品安全和生物安全的国家.本文研究了新西兰进口食品IHSs的管理体系、基本构成、核心内容和主要特征,在比较分析我国进口食品安全监管的基础上,创新性地提出了借鉴新西兰进口食品IHSs构建中国食品IHSs的设想,阐述了标准的编制原则、体系构成、基本框架和核心内容,并以中国从俄罗斯进口牛肉、中国从新西兰进口奇异果为例,依GB/T1.1标准化工作导则中的标准结构和编写要求设计了 IHSs的基本框架,以期为相关人员提供参考.

Abstract

New Zealand was one of the earliest countries in the world to establish Import Hygiene Standards(IHSs)to reg-ulate and control the safety and biosafety of imported food.This article studies the management system,basic composition,core content,and main characteristics of imported food IHSs in New Zealand.Based on a comparative analysis of the safety supervision of imported food in China,it innovatively proposes the idea of borrowing from imported food IHSs in New Zealand to construct Chinese food IHSs.It elaborates on the principles of standard formulation,system composition,basic framework,and core content,and takes Chinese beef imported from Russia as an example Taking the import of kiwi fruits from New Zealand by China as an example,the basic framework of IHSs was designed according to the standard structure and writing requirements in GB/T1.1 standardization guidelines,in order to provide reference for relevant personnel.
