进出口烟花爆竹作为第Ⅰ类危险货物(爆炸品),其固有危险特性在设计、生产、仓储、运输、燃放等产品全生命周期的具体风险及其表现形式是海关检验监管工作中需要重点关注的对象.本文旨在运用安全系统工程理论,研究海关检验监管全流程中构成整个系统安全的进出口烟花爆竹产品各单元的关系和相互影响,以协调各业务环节和进出口烟花爆竹各单元之间的关系,取得系统安全的最佳流程设计点,提出相应的风险防控措施建议.
As class 1 dangerous goods(explosives),the inherent dangerous characteristics of import and export fireworks have specific risks and manifestations in the whole life cycle of design,production,storage,transportation and discharge,these risks are the key objects of customs inspection and supervision.This paper aims to use the theory of security system engineering to study the relationship between import and export fireworks units and its impact on the security of customs inspection and supervision system.Use the research results to coordinate the relationship between customs business and each unit,obtain the best process design point of system security and put forward the corresponding risk prevention and control measures.
