海关口岸公共卫生核心能力建设的工作机制及展望

摘要
口岸公共卫生核心能力建设是海关落实有效卫生检疫的关键环节,在维护国家安全方面发挥着重要作用.通过构建和强化口岸公共卫生核心能力,海关部门可以有效预防和控制疫情的传播,保护国内公众健康安全,促进国际合作.本文以洋山深水港为例,探讨了"政府主导、企业主责、海关主管、相关部门联动"的主体框架,并梳理了国际卫生港口岸建设过程中跨部门合作的工作流程,结合国际实施标准和国内实际情况,分析了口岸公共卫生核心能力在后疫情时期的建设现状.新冠疫情对全球卫生形势造成了深远影响,暴露出了全球卫生治理中的一些薄弱环节,全球公共卫生治理的提升需要国际卫生治理体系的完善和国际组织的有效协调,我国海关需要针对不断严峻的传染病形势,培养灵活防疫和智能防疫的能力.
Abstract
The construction of core public health capabilities at ports is a key link for customs to implement effective health quarantine and plays an important role in maintaining national security.By establishing and strengthening the core capabili-ties of public health at ports,the customs can effectively prevent and control the spread of the epidemic,protect the health and safety of the domestic public,and promote international cooperation.Taking Yangshan Port as an example,this paper discusses the main framework of"government-led,corporate responsibility,customs-in-charge,and linkage with relevant depart-ments".and sorts out the workflow of cross-departmental cooperation in the process of construction on international health ports,which combined with international implementation standards and domestic actual conditions,and analyzes the current situation of the construction of port public health core capabilities in the post epidemic period.The COVID-19 pandemic has had a profound impact on the global health situation,exposing some weak links in global health governance.The im-provement of global public health governance requires the improvement of the international health governance system and the effective coordination among international organizations.China Customs needs to cultivate flexible and intelligent epi-demic prevention capabilities in response to the increasingly severe situation of infectious diseases.
