新时代海关视域下口岸公共卫生核心能力建设的历史溯源和启示

摘要
口岸作为国家领土的重要组成部分,具备重要的经济、政治、社会、安全等功能,口岸公共卫生核心能力建设作为我国口岸公共卫生治理的重要工作,历经前概念时期、蓬勃发展期和标准化新时期.本文分析了我国口岸公共卫生治理各个阶段的特点,基于国家战略和发展新时期,提出贯彻国门生物安全观、挖掘新时代口岸内涵、引入协同治理机制、统筹普遍性与特殊性、推动"智慧卫检""精密智控"、促进国际合作的建议,以推动我国口岸公共卫生核心能力建设再创佳绩.
Abstract
As an important part of national territory,ports have important economic,political,social,security and other func-tions.The construction of port public health core capacity is an important task of port public health management in our country,gone through the pre-concept period,the vigorous development period and the new period of standardization.This paper analyzes the characteristics of various stages of port public health management in China,based on the national strate-gy and the new era of development,this paper proposes to implement the concept of national biosafety,explore the connota-tion of ports in the new era,introduce collaborative governance mechanisms,coordinate universality and particularity,promote"Smart Health Inspection"and"Precision Intelligent Control",and promote international cooperation,so as to promote the construction of China's port public health core capacity to achieve new achievements.
