摘要
作为高质量发展的关键,"动力变革"本身内含着教育高质量发展,要求基础教育进一步从规模扩张走向高质量发展.基础教育要实现高质量发展,同样需要解决自身发展所面临的"动力"问题或障碍,在关键领域上进行深度变革,唤醒内生力,发挥基础教育各要素的综合效应.这些变革主要包括:着力减负、赋权、增能,激发学校办学活力;确保师资均衡配置,强化教师专业能力建设;依托教育数字化转型,深化技术赋能教育发展;激发教育实践创新,优化示范引领机制;面向基础教育特性,深化教育评价改革.
Abstract
It is critical to strive for more robust drivers for high-quality development in China's economy.One of drivers involves the meaning of high-quality development in education system,and entails the transformation from the growth in scales to high-quality development in basic schooling.To lead forward the high-quality development in basic schooling,the problems with drivers must be also solved and the in-depth measures should be taken in the critical spheres in order to amplify the whole effectiveness of all parts of basic schooling.The measures include:to promote the vitality of schools with less burden,more power and higher efficacy,to make teachers allocations more balanced and cultivate teachers'professional competencies,to empower schooling development via the digitalized education policy,to initiate and develop the dissemination mechanism for the innovations in education practices at the local and school level,and to reform evaluation practices in terms of the uniqueness of basic schooling.
