Implementation Process and Improvement Directions of Inclusive Policies for Preschool Education
The Law of the People's Republic of China on Preschool Education takes inclusiveness as an important goal.China's inclusive preschool education policy was formed under the three major backgrounds of the deep-rooted concept of inclusiveness,inadequate development of preschool education,and the pursuit of educational equity.This policy has basically achieved the goal of expanding inclusiveness in policy implementation.However,issues such as fake inclusiveness,mandatory inclusiveness,and exacerbated equity issues have emerged due to local financial resource constraints.To implement the inclusiveness goal,it is necessary to transform exclusive inclusiveness into inclusive inclusiveness in implementation and promote the improvement and refinement of current inclusive preschool education policies with the concept of inclusive inclusiveness.The key lies in clarifying the government as the main responsibility body for inclusiveness,ensuring equal access to financial funding for inclusive beneficiaries,achieving co-construction,co-governance,and shared benefits among multiple entities,and establishing a dynamic,balanced,and moderately competitive preschool education ecosystem.
