The Institutional Reform in a Higher Education Institution:The Logic of"Subjects"and the Transformation of Thinking
An institution is the basic functional component that keeps a university's organization in operation, and the most stable organizational force that reflects the university's capability for governance. The theory of administrative subjects introduced from the West and the continuously-expanding concept of administrative subjects extend the main body of a university from a single"administrative subject"to multiple"power subjects"and even to diversified"governance subjects,"and make the institutional setup of the university easily fall into the dilemma of"subjects"and the dilemma of the reform driven by the logic of"subjects."To achieve Sinicized university governance,we need to reform university institutions by shifting to holistically-designing thinking based on integrated theories.Based on"holism,"a university has and can only have one subject or administrative subject, and the other institutions within the university are functional departments to which they are responsible.A university needs to emphasize overall efficiency and"chain-style"collaborative management based on individual needs. The key to university management is"designing,"and a university's non-linear and multi-elementally coupling features indicate not only a creative institutional layout but also innovative institutional arrangements and process designing.
