The Reform Based on the Modernization of Educational Governance in the Face of the Building of a Powerful Country in Education
The report to the 20th National Congress of the Communist Party of China(CPC)put forward the strategic goal of building a powerful country in education by 2035.When presiding over the CPC Politburo's fifth collective study session,the CPC Central Committee's General Secretary Xi Jinping made it clear that we should take governance modernization as a basic path to the building of a powerful country in education.The modernization of educational governance is an important part of China's educational modernization,and educational governance is in essence the scientific allocation and the effective exercise of educational power.Facing the strategy for the building of a powerful country in education by 2035,the modernization of educational governance shows new changes in such elements as educational governance's personnel,means,objects and efficacy.The governance personnel lays more emphasis on diversified participation,the governance means lay more emphasis on the rule of law,the governance objects lay more emphasis on self-governance,and governance implementation lays more emphasis on internal consciousness.To support the building of a powerful country in education through the modernization of the system and capability for educational governance,we need to take the CPC's overall leadership of education as the fundamental guarantee,and deepen the CPC's fundamental institutional construction in educational governance;accelerate the legislation and revision of education laws,improve the internal structure of governance,and optimize the vertical and horizontal power allocation of the educational governance system;emphasize the establishment of a regular mechanism for social participation in educational governance,and make educational decision-making and policy adjustments more appropriate and more scientific;and deepen innovation in educational governance tools.
