职普融通的当代涵义与实践框架——基于技术及职业关系演变的分析

党的二十大报告把职普融通提升为国家重大教育改革项目.落实职普融通,首先要定义其性质.职普融通问题的关键分歧点在于它是手段还是目的.影响教育体系形成的关键因素是人类的技术.技术影响职业之间的关系,进而影响教育之间的关系.技术发展经历了三个阶段,即工匠技术阶段、机械技术阶段和人工智能技术阶段.智能化技术促使职业之间的关系由科层化转变为扁平化、网络化、融合化,职业教育与普通教育融合成为当前教育体系发展的基本趋势.目前我国的教育体系是在机械技术时代建立的,随着经济社会步入智能化时代,职普融通已成为教育体系改革不能回避的重大课题.职普融通达到理想状态是远期目标,当前的改革目标应更具现实性.职普融通教育体系改革要坚持职业教育类型定位这一前提,形成立体化的多层次融通体系,并把增强职业教育的教育性和选择性作为重点.职普融通的实践框架可从课程互设、学校互融、学制互通三个层面进行设计.这三个层面虽然在复杂性上呈递进关系,但改革实践可从任意一个层面开始.
The Contemporary Connotations and the Practical Framework for the Integration of Vocational Education and General Education:An Analysis Based on the Evolution of Technologies and the Relationships Between Occupations
According to the report to the 20th National Congress of the Communist Party of China,the integration of vocational education and general education has been upgraded to one of China's major projects for the educational reform.To achieve the integration,we need to first define its nature,and the key difference is whether it is a means or an end.The key factor affecting the establishment of the educational system is human technology,which has an impact on the relationship between occupations and then between different types of education.The development of technology experienced three stages:artisanal technology,mechanical technology,and artificial intelligence(AI)technology.AI technology has changed the relationship between different occupations from a hierarchical relationship to a flat,network-based and integrated relationship,and the integration of vocational education and general education has become a basic trend in the development of the current educational system.At present,China's educational system was established in the era of mechanical technology.As the economic society has entered the era of intelligence,the integration of vocational education and general education has become an unavoidable major issue in the educational system reform.It is a long-term goal to reach an ideal state of the integration,and the current goal of the reform needs to be more realistic.The educational system reform in the integration should be based on the positioning of vocational education.We need to establish a multi-level integration system and focus on further education-natured and selective vocational education.The practice-based framework for the integration can be designed according to the mutually-established curriculums,school integration(the integration of vocational schools and general schools),and the integration of academic systems.These strategies are progressive in their complexity,but the reform practice can start any of them.
