The High-Quality Development of Small-Sized Rural Schools from the Perspective of Organizational Change:Dilemmas and Breakthrough
Small-sized rural schools serve as an important carrier to promote equal public services in county-level education and increase rural human capital,and their high-quality development is both the key to overcoming the disadvantages of rural education,and an indispensable part of China's building a high-quality education system.During this process,organizational change serves as the key motivation to adapt to such particularities as a small class size and flexible styles of management in small-sized rural schools,and this helps to promote the quality of these schools.However,these schools face problems,such as unclear organizational goals,the cross-school hierarchical structure,insufficient flat advantages,and unsatisfactory abilities in organizational change and practice-based results.Based on relevant theories about learning organizations,hierarchical organizations and informal organizations,and the major features of these theories,along with such core elements as vision,value,and strategies,we need to construct a"vision-promotion"mode of organizational change in small-sized rural schools so as to strengthen the internal force and creativity of their organizational change.To promote their high-quality development,small-sized rural schools need to change the concept of their organizational development and strengthen the educational concept of the orientation to talent cultivation;reshape the goals for their organizational development,and tap the endogenic force of school development;optimize the organizational system,and promote the efficient operation of the organization;create their"localized"organizational culture,and push forward their symbiotic development with local places;rebuild their organizational environment,and expand high-quality learning space;and optimize their organizational technology,and improve the operational efficiency of the organization.Governments at all levels need to provide guarantees for organizational change in small-sized rural schools by building a diversified governance community,improving policies and mechanisms for the governance of small-sized rural schools,and utilizing digital resources for education and teaching.
