High-Quality Educational Equity:An Introduction to the National Strategy for Educational Equity in the New Era
Since the founding of the PRC,the country has been unremittingly deepening the institutional arrangements for educational equity,from the commitment to the popularization of educational rights to the service to the improvement of educational efficiency,and to the use of educational equity as a basic educational policy.In the new era,the change of the major social contradiction has brought about challenges of the times;in particular,the 20th National Congress of the Communist Party of China(CPC)emphasized the contemporary task of accelerating the building of a high-quality educational system and promoting educational equity.This requires us to elevate educational equity to a national strategy.Therefore,this study proposes the national strategy of"high-quality educational equity,"and as two wings,this national strategy and the building of a"high-quality educational system"commit to resolving the contradiction between the people's growing demand for high-quality education and the imbalanced and insufficient development of education.This national strategy depicts a blueprint for educational equity toward the building of a powerful country in education in 2035 and the construction of a powerful modern socialist country in 2049:the quality-oriented essence of equity,a micro form of equity,a wide scope of equity covering different provinces,and equity from an international perspective.As a national strategy,high-quality educational equity is an educational answer to the major social contradiction in the new era,an effective way to achieve common prosperity for all,the strategic basis for the building of a powerful modern country,and a vivid portrait for the practice of the people-centered philosophy of development.
