The Selection and Cultivation of Top-Notch Innovative Talents in Powerful Countries in the World:Multiple Models and China's Choice
Being a rare resource in a country's human resources,top-notch innovative talents is a key force leading the country's technological innovation and development.As typical representatives of today's powerful countries in the world,the United States,Germany and Japan have much experience in selecting and training top-notch innovative talents.The research results show that these countries have multiple modes for the selection and training of top-notch innovative talents,mainly including the static mode of"selection-cultivation,"the dynamic mode of"identification-cultivation-reidentification,"and the integrated mode of"identification-cultivation-deepened cultivation."An analysis of the operating mechanisms behind different modes of talent selection and training shows that these modes have common experience,including government-led policy and financial support,diversified modes of talent selection and training,stress on the effective integration of basic education and higher education,and emphasis on the deep integration of"production,learning and research."At present,in the strategic background of accelerating the building of a powerful country in education,technology and talents,in order to consummate China's system for the selection and training of top-notch innovative talent,we need to reform the concept of talent training,and improve the national institution for special talents;optimize talent-evaluating methods,and open multiple channels for the emergence of top-notch innovative talents;and mobilize the third party,and build an information-sharing network for top-notch innovative talents.
