The Rational Regression and the Resource Allocation Optimization of Senior High School Enrollment Expansion——Based on a Review of Megacities
Senior high school enrollment expansion and resource allocation optimization is a demand of the times for the high-quality development of education,and a practical need to meet the people's desire for"good education."With the economic and social development,the change of population,and the popularization of senior high school education,there is an increasingly apparent contradiction between the demand of senior high schools in megacities for educational resources and the insufficient and imbalanced supply of school enrollments.This study,based on policy document analysis and interviews,analyzes the trend of the policy for senior high school enrollment expansion in megacities,and explores the challenges.The research results show the following:The senior high school enrollment expansion features differentiated goal orientations,the main mode of co-construction by cities and districts,a construction strategy emphasizing both enrollment expansion and quality improvement,and a"three in one"guarantee mechanism;however,it faces difficulties such as unclear goals of enrollment expansion,the excessively decentralized power of enrollment expansion,the unclear division of expenditure responsibility,the irrational allocation of enrollment resources,and the insufficient guarantee of educational land.Promoting the enrollment expansion is the key to coordinating senior high schools'quality improvement and development according to local conditions.To this end,we need to clarify the baseline of enrollment expansion,and scientifically predict the demand for school enrollments;improve the management system for senior high schools,and clarify the expenditure responsibility for enrollment expansion;adjust the regional structure of senior high schools and vocational schools,and coordinate the utilization of resources for enrollment expansion;and improve the spatial governance mechanism for educational resources,and optimize the layout of enrollment expansion.
