A Probe into the Developmental Trends in the Coupling of New University Organizations and Cities
Against the backdrop of accelerating the transformation of knowledge production models,unremittingly upgrading urban competitions,and promoting internationalization of higher education in the local context,the collaboration of first-class universities with cities in education is constantly emerging.As a new pattern of higher education institutions different from that of traditional universities,the new university organizations have special forms,modes,and functions.It helps to promote the mutual existence and prosperity to build an evaluation index system for the development of new university organizations and the innovative development of cities,establish a coupled development model,and measure the trend of the coupled development of the two systems.An empirical study of 19 cities across China shows the following:A higher level of both the innovative development of the cities and the development of the new university organizations promotes their higher-level mutual development;the high-level coupling of the two systems implies a synchronous trend of their development;a higher level of coordinated coupling indicates the higher quality of the development of the two systems;and the high-level priority of the construction of the new university organizations manifests their construction ahead of time.To optimize the layout of higher education and achieve the benign interaction between the new university organizations and the cities,the Central Government needs to improve the policy for the coupled development of the new university organizations and the cities,the local government needs to make a scientific plan for the layout of the new university organizations,the new university organizations need to improve their ability to serve the high-quality social and economic development of the cities,and social sectors need to build a new pattern for the integrated development of technology,industries,cities and talents.
