Cultural Soft Power and the Building of a Powerful Country in Education:China's Practice from the Perspective of International Comparison
The concept of"cultural soft power,"a locally-constructed concept of"soft power"with Chinese characteristics,offers a systematic perspective for the understanding of the building of a powerful socialist country,and the interactive relationship between the strategy for building a powerful country in education and the strategy for building a powerful country in culture.A powerful country in education is not only an important indicator for a country's cultural soft power but also an essential requirement for the building of a powerful country in culture.Solid economic investments and institutional safeguards,the integration of local and global cultures,intensified efforts on education based on ideological values,and the leadership of higher education are the basic experience of an internationally powerful country in education.An educational governance model rooted in a country's cultural tradition is an important point for observing the relationship between education and culture.We cannot discuss a universal educational governance model and the path for building a powerful country in education behind it without considering the local cultural context.In the building of a powerful country in education,China has unique experience.Firstly,educational governance shows apparently systemic characteristics,that is,based on the unified leadership of the CPC and the great power of the country,China established an educational governance system and its coordinative mechanisms from macro aspects to micro aspects,and from higher education to preschool education.Secondly,China's cultural soft power and its high-quality development of education demonstrate a highly-unified strategic interconstruction.This includes relying on ideological and political education,integrating Chinese civilization,and building cultural confidence;focusing on science education and technological self-reliance to promote the high-quality development of education and cultural soft power;and using education to promote civilized communication,mutual learning,and discourse reshaping,and striving to build a new international relationship based on a community with a shared future for mankind.
