The Development of Global Digital Education:Index Construction and China's Strategies
At present,the boom in digital technology triggers a competitively vigorous reform of global education but an initially ambiguous prospect.At this time,it is extremely difficult but more significant to make an evaluation of global digital education.To reach a global consensus on the reform of global education,explore the appropriate path for the development of digital education,and promote the development of digital civilization,this study constructs the index system for the evaluation of the development of global digital education based on the expansion of traditional evaluation methods and the innovation of multimodal evidence-based evaluation methods.Based on the advantages of organized scientific research,the research group set up a multi-field research team of nearly 100 people,collected multimodal evidence-based data on the development of digital education from over 200 countries and regions across the world,selected 62 leading countries in digital education,and calculated the 2023 index for the development of global digital education in 6 dimensions.The research results are as follows:The United States,Finland,and South Korea rank the top three,and China is in the first tier;global digital education features different stages of development,and nearly 70 percent of the countries are in the stage of sharing resources;global digital education shows unevenly-developed dimensions,and the leading countries have apparent advantages.Currently,China relatively leads the world in data-driven educational governance,the establishment and application of public digital education resources,the construction of the system for students'digital competence cultivation,and the construction of the digital learning environment;however,it still has room for improvement in digital competence cultivation targeting all citizens and teachers,the integration of online and offline courses,the exploration into the personalized learning system,the digital teaching reform,and the construction of digital education laws and systems.In the future,China needs to deepen digitalization and regard it as the lever of the educational reform,and make continuous efforts to improve the digital competence of all citizens,integrate the personalized learning system,improve laws and regulations for digital education,generate and apply personalized digital resources,excavate the value of data elements,and apply artificial intelligence in an integrated manner,so as to promote the systematic leap forward in digital education from quantitative dividends to qualitative dividends,and further contribute China's strategies to the development of global digital education.
