Publicly-Funded Teacher Education:Achievements,Challenges and Prospects
Publicly-funded teacher education is an important measure to cultivate high-quality,professional and innovative teachers,optimize the allocation of compulsory education teachers,and promote the high-quality and balanced development of basic education.This study,based on a survey of publicly-funded teacher candidates from six normal universities affiliated to the Ministry of Education of the PRC and local teacher-training colleges and universities since 2007,finds the following:China has made significant historical achievements in publicly-funded teacher education,such as the continuously-expanded student enrollment,the student structure tending to achieve high-quality balance,the highly-accepted policy for publicly-funded education,students'professional ability training focusing on innovation,and the remarkable effect of the practice of the student employment-related policy;however,there are practical challenges,such as how to establish diversified sources of enrolled students,a rational student structure,internalized student roles,and deep learning.Considering the future development of publicly-funded teacher education,we need to raise both its professional standards and its social reputation,promote policy formulation and policy implementation by separate agencies,coordinate the orientation to students'needs and the mechanism for their competitions,construct both occupational scenarios and professional situations,integrate moral cultivation and the improvement of students'competences by strengthening their academic research,emphasize both teaching imagination and teaching thinking,and promote high-level and double-degree student training so as to promote the innovative development of the system for publicly-funded teacher education,optimize the structure of the competences of publicly-funded teacher candidates,and provide a talent-related guarantee for the high-quality development of basic education in China.
