County-Level Compulsory Education School Distribution in the Context of Population Change:Structural Contradictions and Classification-Based Optimization
The change of school-age population is the decisive factor of school distribution and adjustment.Over the past few years,China's births have tended to decrease after an increase,which has gradually affected primary education,lower secondary education and even other educational stages,and the classification-based optimization of school distribution has become a strategic choice for the development of county-level education.Based on the multi-level typological framework of population change,this study analyzes the structural contradictions in the distribution of county-level compulsory education schools in China,and finds the non-synchronous contradiction between the dynamic school-age population and the stable school distribution,the non-simultaneous contradiction between the rapid change of the quantity of students and the long-cycle adjustment of the quantity of teachers,the non-homodimensional contradiction between the allocation of educational resources per student and the multidimensional consumption of resources,and the non-homodirectional contradiction between the flow of students based on school choice and the efficient use of educational resources.These structural contradictions trigger problems,such as idle educational resources and redundant teachers in areas with dynamically-decreased population,and diluting high-quality educational resources.During the"decreasing-after-increasing"population change,we need to scientifically judge the developmental goals and educational functions in different types of counties,and optimize the county-level compulsory education school distribution based on classification;give forward-looking consideration to the actual demand for education expansion in time of population increase,and timely revitalize educational resources;consider the window period offered by population decrease to improve the quality of education,and actively exploit such potential educational advantages as small-class teaching and sufficient teachers;and establish a basic public-education service supply mechanism in coordination with population change,and promote the building of the high-quality county-level education system.
