High Technology-Oriented Self-Reliance and Self-Improvement Empowered by Research Universities:Dilemmas and Breakthroughs
In the field of the times,which witness ubiquitous competitions between global technologies and the national innovation system with a clear division of labor,research universities have become an important force for different countries to maintain their national interests by virtue of their comparative advantages.With the increasingly-deepened strategic layout of self-reliance and self-improvement through high-level technology,research universities have been endowed with an important mission as an important part of the strategic force of national technologies.Based on an in-depth analysis of public data,and a field research,this study finds that,in the process of helping to achieve self-reliance and self-improvement through high-level technology,China's C9 league universities and other research universities face realistic dilemmas in talent evaluation,research support,knowledge transformation,factor integration,and science communication.Therefore,these research universities need to seek breakthroughs in such aspects as process-oriented talent evaluation,the organized implementation of research strategies,the integration of governments,industries,universities and research institutes in application scenarios,rationally-allocated technological elements,and the global matrix of scientific discourses so as to deepen the reform of the talent evaluation system,optimize the strategic layout of scientific research,open up the channels of research outcome transformation,activate technological production resources,seize the initiative in academic governance,and further self-reliance and self-improvement through high-level technology.
